What Percent of Revenue Should Fulfillment Cost? Benchmarks by Order Value

Short answer: There is no single right percentage. At 2025 survey-average 3PL rates, fulfillment fees plus packaging work out to about 16% of revenue on a $30 order, 6% on a $75 order and 3% on a $150 order. Add postage and the share roughly triples in the example below. Because most fulfillment costs are charged per order, not per dollar, your average order value (AOV) decides your percentage more than your 3PL does.

Why is there no standard fulfillment-to-revenue benchmark?

Published percentages vary widely because they measure different things. Some include postage and some don't; some count returns and customer service; many don't state their sample or method. A fixed per-order cost also means the same warehouse produces very different percentages for a $25 accessory brand and a $200 equipment brand. A number you can trust has to start from cost per order and your own AOV.

Fulfillment cost as a percentage of revenue, defined: total monthly fulfillment cost divided by the revenue from the orders shipped that month. State whether postage is in or out, and keep the definition fixed from month to month.

What does fulfillment cost per order at survey rates?

The inputs below are the only benchmarks in this model, each with its source:

  • $4.00 per order before postage for a 900-order-a-month brand with 1.8 items per order. That is the worked example in our breakdown of how much a 3PL costs in 2026, built from The Fulfillment Advisor's 2025 Costs and Pricing Survey of 600+ warehouses, as reported by Fulfill.com (pick and pack, additional items, bin storage, returns, account management and amortized setup).
  • $10.34 per order before postage for a brand shipping 50 orders a month, per Fulfill.com's modeling at the same survey rates. The jump comes from the $517 average monthly minimum.
  • $0.74 for packaging: the listed price of a 10 × 8 × 6 in corrugated box at Uline at the time of writing.
  • $9.00 postage: an illustrative assumption, not a benchmark. Your real figure depends on weight, zone and carrier contract, so replace it with your own.

What percent of revenue does fulfillment cost at each order value?

At 900 orders a month, cost per order is $4.74 before postage ($4.00 + $0.74) and $13.74 with the assumed $9.00 postage. At 50 orders a month, it is $11.08 before postage.

$756.3%18.3%14.8%
$1004.7%13.7%11.1%
$1503.2%9.2%7.4%

Three things stand out. In this example, postage is the biggest single cost at every order value. Low-volume brands pay more than double the percentage because a minimum is billed whether or not orders ship. And below about $50 AOV, fulfillment and postage together can consume a quarter or more of revenue before product cost, which is why bundles and free-shipping thresholds matter so much for low-priced products.

How do you calculate your own percentage?

  1. Add one month of costs: every line on your 3PL or warehouse invoice, packaging you buy yourself, and postage.
  2. Divide by orders shipped to get all-in cost per order. Keep a before-postage figure too.
  3. Divide by average order value for the same orders. Run it by channel if Amazon, wholesale and DTC order values differ.
  4. Subtract shipping revenue you collect from customers if you want the net cost.
  5. Compare against gross margin, not against another brand's percentage. Fulfillment at 12% is fine at a 70% margin and painful at 35%.

To replace the postage assumption with real numbers, the free Order History Analyzer reads an order export and estimates your average zone and cost per order from Atomix warehouses, before carrier surcharges. Our guide to finding your average shipping zone walks through the export.

How can you lower fulfillment cost as a share of revenue?

  • Raise order value with bundles and free-shipping thresholds, since most costs are per order.
  • Cut zones, by shipping from a warehouse closer to where your customers are.
  • Right-size packaging so you are not billed for dimensional weight you don't need.
  • Avoid minimums you can't fill. At low volume, a minimum can double your percentage.
  • Compare whole invoices, not pick fees. Our 3PL pricing guide lists every fee line to normalize.

Where does Atomix fit in this math?

Atomix has no order volume minimums, passes shipping through at its discounted carrier rates and quotes fees as line items, according to its fulfillment pricing page. It ships from Milwaukee, Baltimore and Salt Lake City, and the Order History Analyzer will show how those locations change your zone mix before you talk to anyone.

Frequently asked questions

What percentage of revenue should fulfillment cost?

There is no universal target. At 2025 survey-average 3PL rates, fulfillment before postage works out to about 3% to 16% of revenue for order values between $30 and $150. Postage can add as much again or more, so compare your all-in cost to your gross margin, not to a generic benchmark.

Should shipping be included in fulfillment cost as a percent of revenue?

Track both. Fulfillment fees alone show how efficient your warehouse partner is; fulfillment plus postage shows what it costs to get an order to the customer. If you charge for shipping, subtract that shipping revenue to see the net cost.

Why is fulfillment cost a higher percentage for low order values?

Most fulfillment fees are charged per order, not per dollar. A $4.74 cost is about 16% of a $30 order but under 5% of a $100 order, so brands with low order values feel fulfillment cost most.

How do I calculate fulfillment cost as a percentage of revenue?

Add one month of fulfillment invoices, packaging and postage, divide by orders shipped to get cost per order, then divide by average order value. Run it for each sales channel if order values differ.

Does a 3PL lower fulfillment cost as a percent of revenue?

It can, mainly through discounted carrier rates and warehouse locations closer to customers, which cut postage. At very low volume, monthly minimums can push the percentage up instead, so model it with your own orders first.
